During Friday’s demonstration, protesters chanted “We will not get tired!” and “No to the Russian government!” As reported by Georgian police, one person was detained. The day before, police detained 23 people. On Wednesday, the parliament, controlled by the Georgian Dream party, passed the Foreign Influence Transparency Law, despite mass protests that had been going on for nearly a month. Modeled on the Russian law, hence simply called the “Russian Law” or the “Law on Foreign Agents,” it stipulates that legal entities and media outlets receiving more than 20% of their budgets from abroad would be subject to registration and reporting, and would go into a special register of agents of foreign influence. The Justice Ministry would be able to conduct inspections of such organizations under any pretext. The Kremlin uses analogous regulations to effectively suppress dissenting voices.

The law has already been voted through parliament twice, with a third vote still needed to complete the legislative process.

The draft of the new legislation has drawn criticism from the U.N., the United States and the European Union, with which Georgia is seeking integration. Among other things, critics point out that the draft contradicts the Euro-integration process. Georgia was granted EU candidate status at the end of last year and entry into the Union is supported by some 80% of Georgians, according to polls.

After the third reading, the bill will reach the desk of President Salome Zourabichvili. The latter has already announced a veto, as she believes the bill contradicts Georgia’s pro-European path. However, the Georgian Dream party has the majority in parliament needed to overturn the presidential veto.
