The military registry will officially go into effect on November 1, 2024. An electronic summons to the military will be followed by a paper summons sent to an individual address on the National Service platform (equivalent to the Polish mCitizen service).

The information forwarded to the summoned person’s account will also be distributed to other state institutions that will be involved in its enforcement under the regulation. No later than seven days later, the summons will be considered delivered (regardless of whether the addressee confirms it), and the bans associated with it will automatically take effect.

The first prohibition concerns leaving Russia. If the conscript does not report to the military commissariat within 20 days, he will also be prohibited from registering as an individual entrepreneur, trading in real estate, driving a car and taking out loans.

Currently, conscripts are allowed to leave Russia because military commissariats and border guards do not have channels for exchanging information. With the launch of the registry, those who have been sent a summons will not be able to leave the country until they report to a military commissariat. They will also be unable to obtain a foreign passport.

On April 14, 2023, Russian President Vladimir Putin signed a law that equalized the validity of electronic and paper summonses, introduced the creation of a conscript registry, and closed the borders to military service evaders.

It was reported at the time that the sending of electronic summonses in Russia on a test basis will begin as early as the 2023 spring conscription. Specifically, conscripts will be called up for military service via the State Services portal in Moscow.

The Russian capital’s military commissar Maxim Loktiev said that in Moscow, conscripts living outside their place of residence are being tracked using the city’s monitoring system.

On April 20, 2023, it was reported that electronic summonses have also begun to be sent out in test mode in St. Petersburg as part of Russia’s spring draft.
